Paving on Wealden clay has a hard life. Handled with a bit of skill, they stay put. The rotary cleaner spreads the force evenly across the blocks instead of drilling into one spot. Some loose sand inevitably washes from the joints, and if enough comes out we will suggest re-sanding, which locks the blocks back together and discourages weeds.
